“Brothers, remain attentive to your responsibilities day and night. Even the slightest negligence on your part can lead to the enemy’s success and your own failure. The enemy is trying to make you fail, so be careful not to be negligent. Negligence is not an excuse. If insecurity arises in your area, you will be responsible for it in this world and the Hereafter.
You are the guardians of your respective areas. Move around the areas under your responsibility day and night. I have placed my trust in you and entrusted you with these responsibilities, so strive to remain fully attentive to them. You are obligated to work hard.
Today, praise be to Allah, there is security throughout Afghanistan, and all Afghans are happy with this security.”
The Honorable Amir al-Mu’minin, may Allah Almighty preserve him, further stated:
“When Allah Almighty intends good for someone, He creates for that person someone who turns him away from negligence and reminds him of his responsibilities. Therefore, since all of you have gathered here today, Allah Almighty has intended good for you by causing respected scholars and elders to remind you of your responsibilities through such gatherings. This is an expression of mercy and compassion from those responsible toward you.
Since you represent many people, convey the important points and recommendations of this reformative gathering to the Mujahideen and the people.”
The Honorable Amir al-Mu’minin, may Allah Almighty preserve him, said:
“Do not consider a person’s tribe, language, kinship, or friendship. Whoever possesses the necessary qualifications should be appointed to positions of responsibility. If you give preference to tribe, language, kinship, or friendship, this is injustice toward the system and the people.
All the Mujahideen are like your children. Cultivate spirituality among your Mujahideen, provide them with religious awareness, and instead of encouraging them to engage in useless activities, encourage them to study and read.
Do not punish criminals through ta‘zir without a court ruling.”
At the conclusion of his speech, Sheikh Sahib addressed the officials, saying:
“Do not develop a desire for power and positions within yourselves. Governments in which a desire for power and wealth has emerged have not achieved lasting stability.
Do not be arrogant or proud. Today, Allah Almighty has given you responsibilities and the means to carry them out, so be careful that these do not cause you to become arrogant.
Explain and communicate the decrees clearly to the people in the districts and make sure they understand them. Give full attention to the principle of obedience.
Coordinate and cooperate with one another in your work. Practice humility and piety. Do not betray or squander the public treasury (Bayt al-Mal).”
